BloFin is our top pick for traders in Russia who want low futures fees, a wide choice of coins and no identity check. Russian law lets you buy and hold crypto but reserves organised trading for intermediaries supervised by the Bank of Russia, and none of the exchanges here holds a licence covering Russia.
Getting rubles in and out is the other practical question. None of these exchanges offers Mir card or SBP payments directly. Binance supports the ruble, and Bybit, BingX, Bitunix and Phemex run peer-to-peer markets where you trade with other users. Each section below covers fees, coins, funding routes and the main risk you take on.
No identity check is needed on BloFin to trade or withdraw. You can take out up to $20,000 a day unverified, so you can start quickly without sending passport scans to a foreign platform. It publishes proof of reserves, which lets you check that customer balances are backed.
Futures cost 0.02% for limit orders and 0.06% for market orders, with up to 150x leverage on 445 futures coins. Spot trades cost 0.1% for makers and takers across 355 coins. You also get copy trading, bots, a demo account and 41 tokenized stocks.
There is no ruble bank transfer, Mir or SBP option. You fund with crypto, a card, Apple Pay, Google Pay, Skrill or Neteller, and cash-outs leave as crypto, so getting back to rubles takes an extra step elsewhere. BloFin launched in 2019, is based in the Cayman Islands and was co-founded by Matt Hu, who is also CEO. It holds no licence covering Russia and is still a young exchange, so you have no local regulator to turn to and a shorter track record to judge it by.
Key points
Small altcoins are BYDFi's draw. It lists 527 spot coins, many of them tokens that bigger exchanges skip, and you can trade them without verifying your identity. Order books on those pairs are thin, though, so a market order can move the price against you.
Futures cover 228 coins, and BTC and ETH futures go up to 500x leverage as a temporary offer. At that level a tiny move against you wipes out your margin. Spot costs 0.1% for makers and takers with no volume discounts, while futures cost 0.02% for makers and 0.06% for takers.
Without KYC you can withdraw up to $50,000 a day, in crypto only. Card and bank purchases run through providers such as Mercuryo, Transak and Banxa, which set their own rates and check your ID. BYDFi began in 2019 under the name BitYard, operates from Singapore, and has co-founder Michael Hung as its chief executive. It names no regulator and dropped its proof of reserves page in September 2026, so you can't check that deposits are backed and should keep only trading money there.
Key points
For unverified accounts, Bitunix allows withdrawals of up to $500,000 a day, so even large balances can leave without handing over documents. Its P2P market covers more than 50 fiat currencies, letting you swap local money for crypto with other users by bank transfer and other methods.
A spot trade costs 0.08% with a limit order and 0.1% at market price; on futures, limit orders pay 0.02% and market orders 0.06%, and leverage goes up to 200x. You can trade 538 coins on both spot and futures, plus 167 tokenized stocks and forex, index and commodity markets. Copy trading and a demo account are included, but there are no trading bots.
You need at least $10 to start, and money leaves only as crypto or through P2P. Bitunix dates from 2021 and has its headquarters in Seychelles; Arron Lee co-founded it and serves as chief executive. It publishes proof of reserves but has no licence covering Russia, so if a dispute arises you depend entirely on its own support.
Key points
If you want to swap local money for crypto with other people, Bybit's P2P marketplace is among the largest anywhere. It supports more than 100 currencies and 300 payment methods, with no fees on USDT, USDC, BTC and ETH trades. It also pays out through P2P and bank transfer, so selling back to fiat doesn't require another platform.
Bybit charges 0.1% on every spot trade, whichever side you're on, while futures run 0.02% when you add liquidity and 0.055% when you take it, with leverage up to 100x and deep liquidity. Beyond 379 spot coins and 576 futures coins, you get options on 8 coins, 607 tokenized stocks, bots, copy trading and demo trading.
Identity verification is required, and the first verified level allows withdrawals of up to $1,000,000 a day. Founded in 2018 and headquartered in Dubai, Bybit is run by co-founder and CEO Ben Zhou. Hackers took over $1.5 billion in February 2025; Bybit restored users' funds within 72 hours, but an attack that size shows why you shouldn't store more there than you trade with.
Key points
Range is BingX's strength: 630 spot coins, 556 futures coins, 513 tokenized stocks, 127 ETFs, and forex, index and commodity futures. That lets you trade gold or a stock index next to Bitcoin from one crypto balance, without a foreign broker account.
Its P2P market handles more than 100 payment methods and 40 fiat currencies, and you can withdraw through P2P as well as in crypto. It is smaller than the biggest P2P venues, so you may find fewer offers and less competitive prices. Spot trading on BingX costs a flat 0.1% whether you make or take, futures charge 0.02% on maker orders versus 0.05% on taker orders, and leverage reaches 150x.
KYC is mandatory, and a verified account can withdraw up to $5,000,000 a day. BingX launched in 2018 in Singapore; Josh Lu co-founded it and Vivien Lin is CEO. A hot wallet lost over $44 million in September 2024 and BingX repaid customers from its reserves, but with no licence covering Russia, your funds rest on its own safeguards.
Key points
Coin choice runs deepest at Phemex: 1,028 on spot and 816 on futures, more than anywhere else in this ranking. Futures makers pay just 0.01%, the lowest maker rate here, with takers at 0.06% and leverage up to 100x.
Both sides of a spot trade pay 0.1%, and settling fees in the Phemex PT token cuts eligible spot fees by 20% and USDT futures fees by 10%. You also get copy trading, free bots, prediction markets and a P2P market with more than 20 local payment options, which gives you a way between local money and crypto.
You must verify your identity, and unverified accounts can't withdraw at all; verified users can take out up to $2,000,000 a day by crypto, bank transfer or P2P. Phemex opened in 2019 with its home base in Singapore, and co-founder Jack Tao leads it as CEO. About $85 million was stolen from its hot wallets in January 2025, so treat it as a trading account rather than a place to store savings.
Key points
Binance supports the ruble among more than 40 fiat currencies and adds a P2P market and bank withdrawals, giving you direct ways to move between rubles and crypto. It also has the deepest liquidity of any exchange here, so large orders fill close to the quoted price.
One spot rate of 0.1% applies to everyone, dropping by 25% if you pay in BNB; futures makers pay 0.02% and takers 0.05%, and BNB payment takes 10% off eligible USD-M futures fees. You get 519 spot coins, 522 futures coins with up to 150x leverage, options on 8 coins, staking, loans and demo trading.
Identity verification is required before you trade or withdraw, with first-level limits of $2,000,000 a day. Binance has been running since 2017 from a base in the Cayman Islands; Changpeng Zhao is one of its co-founders, and Richard Teng holds the CEO role. In late October 2026 it reported unauthorised withdrawals estimated at $6.3 billion and paused withdrawals while it investigates, so although it pledged to cover all losses, you may not be able to take money out on demand until that work is done.

Our editorial team selected, tested and ranked the best crypto exchanges for traders in Russia. We picked exchanges that accept users in Russia and ordered them on the whole package rather than a single number. That order is our editors’ judgment; the CWR Score on each card rates that exchange on its own, which is why some exchanges further down carry a higher score.
Yes, with limits. You may buy and hold crypto in Russia, but you may not use it to pay for goods or services inside the country, apart from narrow exceptions such as foreign trade contracts. Since 1 September 2026, the federal law on digital currencies and digital rights (No. 282-FZ) allows only Russian intermediaries supervised by the Bank of Russia to organise crypto trading: exchanges running organised trading, brokers, trust managers, digital depositories and crypto exchange companies entered in Bank of Russia registers.
Before buying through a broker or crypto exchange company, individuals must pass a risk test. Buyers who aren’t qualified investors can buy only coins admitted to trading on a Russian exchange, up to a yearly limit per intermediary set by the Bank of Russia. In August 2026 the Bank of Russia published a draft setting that limit at 300,000 rubles and naming Bitcoin, Ethereum and Tether USDT as the eligible coins. From 1 July 2027, Russian residents may trade crypto only through or with these intermediaries, and banks must refuse payments to businesses they suspect of organising crypto trading without authorisation.
In Russia, crypto counts as property for tax purposes, and income from selling or otherwise disposing of it is subject to personal income tax (NDFL) at 13%, rising to 15% on the part above 2.4 million rubles a year. You can reduce that income by what you can prove you paid for the coins. The flat 250,000-ruble deduction and the exemption for property held three years or longer don’t apply to crypto.
Mined coins count as income on the day you can dispose of them, valued at market price, and are taxed at the ordinary progressive rates of 13% to 22%; documented mining costs are deductible. If no tax agent withheld the tax, you declare the income on a 3-NDFL return by 30 April of the following year and pay by 15 July.
This is a general overview, not tax advice. Tax rules change and depend on your situation, so check with the Federal Tax Service (FNS) or a tax adviser before you file.

In practice, the lawful local route is a Russian intermediary supervised by the Bank of Russia, such as a registered exchange, broker or crypto exchange company. Going that way means passing a risk test first, and unless you are a qualified investor you can buy only coins admitted to Russian trading, up to a yearly cap per intermediary. The exchanges in this ranking are foreign companies with no licence covering Russia, so they sit outside that system. Using one means relying on a company with no Russian oversight. The rules also require Russian banks to refuse payments to businesses they suspect of organising crypto trading without authorisation, so bank payments to such platforms can be blocked.
BloFin is the best all-round choice for traders in Russia who want low futures fees, a wide coin list and no identity check. Bybit and Binance offer the strongest routes between fiat and crypto, and Phemex has the widest coin list. Russian law lets you buy and hold crypto but reserves organised trading for Bank of Russia-supervised intermediaries, and none of these exchanges holds a licence covering Russia. Whichever you pick, keep only what you are actively trading on the exchange.
Yes, with limits. You may buy and hold crypto, but you can't use it to pay for goods or services inside Russia apart from narrow exceptions such as foreign trade contracts. Organised crypto trading is reserved for intermediaries supervised by the Bank of Russia, and the exchanges in this ranking hold no licence covering Russia.
None of them offers Mir card or SBP payments directly. Binance supports the ruble among its fiat currencies, and Bybit, BingX, Bitunix and Phemex run P2P markets where you trade crypto with other users for local money.
Phemex charges the lowest futures maker fee here. BingX and Binance charge the lowest taker fees, with Bybit just behind them.
Yes, on BloFin, BYDFi and Bitunix, which let you trade and withdraw crypto without KYC up to daily limits. Bybit, BingX, Phemex and Binance require verification.
Bybit, BingX, Phemex and Binance have all suffered hacks. Bybit restored users' funds within 72 hours and BingX repaid customers from its reserves. Binance paused withdrawals after an October 2026 incident and has pledged to cover all losses.
